Title: Long-Term Effects of Early Preschool on School and Health Outcomes

Abstract:

We investigate the long-term effects on school and health outcomes from increased access to a universal preschool program at early ages. Our identifying variation comes from a reform that lowered school starting age in Norway from age 7 to 6 in 1997. This reform created an exogenous supply shock in preschool spots. We exploit that the shock was larger in some municipalities than others, and estimate a difference-in-difference model with a continuous treatment intensity measure defined by pre-reform municipality characteristics. Overall, we find that increased access to preschool at early ages leads to better school performance measured at age 15/16 and less use of health services. We also investigate heterogeneity and some possible mechanisms.
