Norwegian Identity Number / tax registration You will get a Norwegian Identity Number due tax registration. The Norwegian National Identity Number is a unique identifying number assigned for life. It consists of 11 digits, of which the first six digits indicate the person's date of birth.
You will receive the information/documentation to your Norwegian address you registered in the National Register. The National Register do not inform the post office which address you have so it is important that you notify your address on the post office your.

Once you have received your Norwegian Identity Number, you can open a bank account. In accordance with the FATCA and CRS (Common Reporting Standard International Tax Reporting) regulations, the bank is obliged to obtain information on where you are resident and tax identification number.

The officer in charge will accompany you to the immigration authorities, assist you to get the Norwegian Identity Number, get the tax card from the Norwegian Tax Authorities, register you in the National Registry and Health Test e.g.
If you come from a country outside the EU/EEA to work and live in Norway you need a residence permit. We recommend you to not start your own visa process. The process will be smoother if you let us assist you.
Euraxess Mobility Centre UiS (EMC) will contact you with necessary information as soon as the Contract of Employment is signed, and offer our relocation program.
The Norwegian authorities requires a starting date in the employees application for the residence permit. Usually, which usually is the date in the Contract of Employment. However, the authorities might not give the employee the residence permit the same date, usually a few day after. We have to remind our employees that when the residence permit is given, the Contract of Employment is valid.
If the Contract of Employment has a starting date which is not the same as the residence permit the starting date in the Contract of Employment will be changed.

Citizens of certain countries must have a mandatory tuberculosis check when they arrive in Norway. The control includes a conversation with the nurse and an x-ray of your lungs. TBC-screening is free in Norway.

WORKING IN NORWAY - LIVING ABOAD
Good planning and preparations lay the foundation for a successful work performed for the University of Stavanger, domestic or abroad. EURAXESS Mobility Centre UiS (EMC) will contact you when the Contract of Employments is signed.
There are some important issues that require actions and attention a head of the startup of the contract:
Cross border employees / foreigners who are not taxable residents in Norway, but receive salary from a Norwegian employer is taxable to Norway and need to receive a D-number and register the employee to the Norwegian Tax Administration.
Guide for start up and salary
The employee must personally contact the Norwegian Tax Administration on arrival in Norway to apply for the issuance of an electronic tax card.
For employees that conducted an id control within the 3 last years, do not have to meet in person at the Norwegian Tax Authorities. In this case, you can send the form called RF-1209 to the Norwegian Tax Authorities (Skatteetaten).
You need to update the tax information to the authorities in December the two first years (if not may the employer deduct 50 % tax).
Working abroad
If the employee perform all of the work for the University of Stavanger in their home country, the University of Stavanger will contact the Norwegian Tax Authorities on behalf of the employees. The University of Stavanger will need a copy of the passport.
A tax deduction card is an electronic document that shows how much tax your employer must deduct before they pay your salary.
The amount that your employer deducts is known as a ‘tax deduction’, ‘withholding tax’ or "advance tax payment".
In Norway, your residence or employment settles the membership in the National Insurance Scheme.
If you will be staying in Norway less than 12 months, (or less than 183 days in any 12-month period or 270 days during any 36-month period) you will not be a member of the Norwegian National Insurance Scheme.
Nationals from the EU/EEA must be issued A1 (previously E-101) and S1 forms from their home country.
U.S. citizens must have their social security authorities issue the form USA/N-101.
Citizens from other countries must clarify whether the home country's socialsecurity arrangement applies to Norway. If that is the case, the international researcher must bring along a confirmation upon his/her arrival that he/she is still a member of the home country's social security arrangement when working in Norway.
After arriving in Norway, the international researcher must apply for an exemption from membership in the social security office.
The most extensive agreements Norway has are with the EEA/EU countries.
The Nordic Convention on Social Security is a separate Social Security Agreement between Denmark, Finland, Iceland, Norway and Sweden.
Norway has also established bilateral agreements with the United States, Canada and Australia among others.
Voluntary membership in the Norwegian Public Pension Fund (SPK).
International employees who lives abroad receive salary from the University of Stavanger are offered a voluntary membership.
This pension covers retirement pension, contractual pension, disability pension and dependent's pension. To recieve retirement pension you must have been employed for a minimum of three years, in one or more organisations that are affiliated to the Norwegian Public Service Pension Fund.
The membership requires deduction of 2% of the income to the Norwegian Public Service Pension Fund, in addition a deduction of 7,5% of the income to the Norwegian National Insurance Scheme. The total deduction for the membership will be 9,5% of the income.
It is important that you inform the University of Stavanger in advance your first day of employment.
Euraxess - pension rights
EU/EEA countries have some coordination of pension schemes and it is possible to transfer some old-age pension rights between countries. This also applies to countries that have a bilateral agreement with Norway.
The Service Centre for Foreign Workers (SUA) is a centre where the police, the Norwegian Tax Administration and the Norwegian Directorate of Immigration (UDI) work together to provide an efficient application process and guidance for foreigners who come to Norway to work.

The best chance to succeed in making a research visit is to establish direct contact with our researchers in your field.
Good contact and communication when planning a visit allows both parties to clarify goals and expectations of each other, and thus ensure that they actually achieve what was the purpose of the visit.
The host research group have time to make plans for how to include the guest into the work and thus improve the possibility that the group can utilize the guest´s expertise.
The departments with limited office space and facilities available will want to prioritize accepting visitors who already have ties to the researchers at the institute.

VISIT NORWAY LESS THAN 90 DAYS If you intend to stay in Norway less than 90 days you do not need to apply for a residence permit. However, depending on your nationality, you might need a visitor's visa to enter Norway.
VISIT NORWAY LONGER THAN 90 DAYS If you are a person with a resident permit in Schengen country, you do not need a visa to visit Norway: countries that have agreements with Norway.
If you are a non-EU/EEA national, and not formally employed by UiS, and your intended stay in Norway is more than 90 days, you need a residence permit. The application is a two-fold process consisting of an initial online registration and a subsequent personal meeting with the immigration authorities upon arrival to finalize the permit. Note: only granted residence permit authorize you to work in Norway. Start the process early!

International researcher must keep necessary travel and health insurance documentation while staying in Norway.
In order to be granted a visitor's visa you must have a valid insurance: www.udi.no
Your host at the unit/department will meet you at the University of Stavanger when you arrive. You will be assisted by the unit/department with practicalities like keys, access card and login information if needed.
If needed you will receive a visitors ID card. This card will also function as your University Library lending card, IT services, printers and copying.
Normally, your employing department or host unit will arrange this prior to your arrival, and will also assist you with information about the use of the card.
The aim of the university’s introduction program for new employees is:
Attain an interesting and professionally beneficial start to the appointment
Obtain an overview of and introduction to regular tasks ascribed to the position (teaching and research staff shall receive teaching-related guidance through NyTi , as well as assistance with establishing their research)
Become familiar with offered services
Become familiar with colleagues and employees, and integrated within the social environment
Become familiar with the unit leadership and management system, as well as relevant administrative routines
Become familiar with special conditions within the physical and mental working environment
Be ensured follow-up during the trial period
All new employees at the University shall complete the program, regardless of job category. For new employees who are temporarily employed for a short period and employees who change their workplace within the University, an assessment of which measures shall be completed / which information shall be provided shall be carried out.

The university works actively to limit absence due to illness by means of prevention and follow-up. Absence due to illness must be reported to your line manager as soon as possible, along with information on the likely duration of your illness. You must fill in a self-certification note in the SAP portal if you are absent from 1 to 8 days. Absences in excess of 8 calendar days (including weekends) require a note from the doctor. You must have been employed for at least two months to be able to exercise the right to self-certify.
The university has membership certificates for the BATE housing association and OBOS that can be transferred to permanent employees wishing to purchase homes in the housing association. These membership certificates are intended to be transferred to employees wishing to purchase new homes in housing cooperatives. The purpose of this transfer is to assist new permanent employees, employees with special needs and employees wishing to buy a home for the first time. Any employee to whom any share certificate is transferred must subscribe for a new share certificate for the University of Stavanger. The transferred share certificate must be returned to the university if it is not used.
The bookshop, SiS Bok, is the biggest specialist bookshop in Rogaland and can be found at Kitty Kiellands hus on Campus Ullandhaug. SiS Bok is run by the Student Welfare Organization in Stavanger and offers package prices on syllabus literature, making things both easier and cheaper.
Kjølv Egelands hus is open from 07:00 to 19:00, Bjergsted is open from 08:00 to 15:30. Other buildings are open from 07:00 to 18:00. After closing time, you will need an access card (employee card) to access the buildings.

Employee ID card
New employees usually receives an employee ID card when they start to work at UiS.
The employee must have a Norwegian Identity Number to be registered in the HR system (SAP system).
However, international employees might have to wait a few weeks before they have received necessary documentation. In the meantime they may receive visitors card if needed.
Employee cards are issued at the operating unit (Driftsenheten). Remember to take along valid ID and your employee number details. You will find this in the email on activating your IT account.

Visitors Visitors card can be collected from Arne Rettedals Hus, in the reception.
However, it is important to be aware of that the employee must have activated the IT nettwork by email before they can collect the card.

The four main organisations – LO Stat, YS Stat, the Federation of Norwegian Professional Associations (Akademikerne) and the Confederation of Unions for Professionals (Unio) – are represented at the University of Stavanger. These use a number of local associations to organise employees. The employee organisations conduct extensive cooperation with employers on matters relating to employees’ work situations, they have to uphold their members’ interests and act as representatives for them in respect of co-determination in accordance with the Basic Agreement and negotiations on pay and employment conditions in accordance with the Basic Collective Agreement. The university offers all employees the opportunity to participate in “Trim i arbeidstiden” [Keep fit during working hours]. You have the opportunity to spend up to one hour of your working hours exercising each week. You can work out in groups or individually. Specific rules apply and can be found on the internal employee pages.
The Student Welfare Organization in Stavanger (SIS) has a modern new gym/fitness centre, the SIS Sports Centre. Employees are offered membership at reduced prices. The University of Stavanger has also entered into an agreement with local gym chains regarding membership at reduced prices.
The corporate sports team runs various activities that can help you keep fit, give you something fun to do and help you get to know colleagues from the university and elsewhere. You can take part in sporting events, tournaments and activities at her organised by the Sør-Rogaland corporate sports council.
You can log in to a number of programmes and services with FEIDE (a national solution for secure login to education and research services). Your employee number is your username, and your password is the same one that you select for your IT user.

All employees have the right and are obliged to take holidays provided they have qualified for holiday pay, either at University of Stavanger or with a former employer. Holiday requests are recorded in the SAP portal. Your application will then be submitted electronically to your manager for approval.
As a University of Stavanger employee, you can travel as much as you like by bus and train throughout Rogaland and use city bikes as much as you like at great prices (NOK 515 a month). HjemJobbHjem is a partnership project between Kolumbus, Bysykkelen, Sykkelløftet, the Norwegian Public Road Administration, the municipalities of Stavanger, Sandnes, Sola and Randaberg and Rogaland County Authority. The objective is to reduce the number of car journeys made and improve parking, the environment and employee health. The HjemJobbHjem pass can be used on buses and trains throughout Rogaland, the Vassøy ferry and the fast boat service to and from Byøyene and Hommersåk. The university makes stringent demands of the working environment and safety in the workplace. You will receive information on the unit’s HSE work and any safety requirements as soon as possible after starting your job.
Employees are covered by occupational injury insurance with the Norwegian Public Service Pension Fund (spk.no). Pursuant to further conditions, the insurance covers occupational injuries and occupational illness for injuries that have arisen while working, at the workplace and during working hours. Employees are additionally covered by the regulations in the Basic Collective agreement’s joint provisions on benefits in the event of occupational injury. The injured person is entitled to compensation in accordance with the regulations which provide the best compensation as a whole.
Employees are also covered by group life insurance in the Norwegian Public Service Pension Fund (spk.no) which guarantees a single lump sum payment to survivors in the event of an employee’s death. The group life insurance scheme is not part of the members' rights in the Norwegian Public Service Pension Fund, but is part of the pay conditions in the Basic Collective Agreement in the State. Therefore the scheme applies to almost all State employees, including temporary employees and part-time employees who have fixed weekly working hours.

You need an IT user account and a FEIDE user to access the University of Stavanger network, file areas and software. If you are paid monthly, and IT account will be created automatically on the basis of your registration in the payroll and HR system. An email will then be sent to your private email address containing information on how to activate your user account as soon as you have been registered in our payroll and HR system. Your username is your employee number, 29xxxxx. When you have activated your IT account, you will be sent an email containing information about your IT user and other useful information, including information on FEIDE. There is a “forgotten password” function that can also be used to change your password via https://konto.uis.no
The keys to offices and office areas can be obtained upon request from the operating unit at Paviljong 14 between 11:30 and 13:00, Monday to Thursday. Remember to take along your employee card and a key request from your manager.

The university library offers modern library services to students and employees and is located at Ullandhaug in Bjergsted, at the University Hospital and at the Museum of Archaeology. As an employee at the University of Stavanger, you are automatically a member of the Norwegian Public Service Pension Fund (SPK) if you work 20% of full-time hours or more. As a member, you pay a pension contribution amounting to two per cent of your pensionable income.
The University of Stavanger is affiliated to an Occupational Health Service (OHS) that aims to assist the employer, employees, working environment committee and safety representative in creating safe, healthy working conditions. The Occupational Health Service assists with mapping and assessing the work environment, supervision, training and planning of new premises and equipment. Payment in advance It is possible to request payment in advance, please contact either the Head of the Department, Office Manager or EMC.
Visa reimbursement University of Stavanger will reimburse the visa fee for the employee when the workperiod has started.
Payday Employees paid on a monthly basis will have their salaries paid on the 12th of the month. Holiday pay is paid in June in the year following accrual. Overtime is paid for work done outside normal hours of work. Employees paid on an hourly basis and contractors are paid as shown in the appendix.

New employees are generally employed on probation for the first six months of their employment. A mutual period of notice of four weeks is applicable throughout the trial period. You are entitled to the necessary supervision, follow-up and assessment of your work during the trial period.
The printing solution at the University of Stavanger is called uniFlow. This solution means that you have access to all printers at the University of Stavanger and can use your employee card to print, scan and copy documents. You have to activate your card the first time you print anything. This is done as follows:

Scan your employee card at the printer.
Enter your University of Stavanger username and password in the panel on the printer itself.
Scan your employee card again to log on to the printer
“Secondary employment” is understood to mean work that is done and appointments that are held in addition to the regular position with the university. Work that is done via a business or company that you own is also considered to be secondary employment. You will be unable to hold some forms of secondary employment when taking up your position at the University of Stavanger, while other for the second employment can be held with the approval of your manager. Information on how to report/apply for secondary employment can be found by employees by logging into the intranet.
The University of Stavanger obtains tax details directly from the Norwegian Tax Administration, so you do not need to submit a tax deduction card. You have to apply for a tax deduction card if you have moved to Norway recently. 50% tax will be deducted from all taxable payments from the University of Stavanger until the Norwegian Tax Administration has created a tax deduction card for you
The SAP portal is the University of Stavanger’s electronic solution for HR administration, where employees themselves enter personal details, absences and travel and expense reimbursements, and can view their payslips and annual statements. This is also where employees apply for holiday. Technical and administrative staff also record their working hours every day in the SAP portal. The SAP portal is available as a mobile app under “DFØ selvbetjening” [DFO (Norwegian Government Agency for Financial Management) self service]. Users log in via FEIDE.

The University of Stavanger has 960 parking slots for bicycles, of which 715 are under cover. The new SV building has a separate bicycle hall, which is kept locked and can accommodate 160 bicycles. Showers and drying rooms are directly accessible from the bicycle hall.
There are separate car parksfor employees at Campus Ullandhaug. For parking in areas with a special parking permit, you must register in the digital parking system. You will receive a link for registration in the digital parking system from your manager. Parking at Campus Ullandhaug is free.
The University of Stavanger has introduced a procedure that aims to assist with security for employees and relatives when employees are travelling. This includes ensuring that:
all travel is approved in advance by the manager – applications for approval are sent via the SAP portal,
business travel is booked online via the travel agency website
the person responsible for the travel completes “Think Safety”, which is available in the electronic HSE handbook.
The University of Stavanger has introduced a credit card as a way of paying for travel. This credit card is personal, and employees who travel for at least one day a year have the annual charge covered. Travel insurance is also provided when paying for travel with the credit card. As the insurer, the Norwegian State must provide insurance for “damage to and loss of luggage” and for accidents that happened during business trips.
New employees who are to provide teaching will participate in NyTi, a compulsory integration and provision programme, during their first year. This programme takes one year to complete and corresponds to about 50 hours. It you are required to work at least 50 per cent of full-time hours and your employment period should be at least 12 months.
The basic course is on offer to anyone who fails to meet the requirement for basic pedagogical skills when employed in a teaching and research position.

The university has a number of welfare initiatives that are administered by the welfare committee. Barbecues, autumn parties, a corporate art association and corporate sports teams are all organised.
The university offers all employees the opportunity to participate in “Trim i arbeidstiden” [Keep fit during working hours]. You have the opportunity to spend up to one hour of your working hours exercising each week. You can work out in groups or individually. Specific rules apply and can be found on the internal employee pages.
The Student Welfare Organization in Stavanger (SIS) has a modern new gym/fitness centre, the SIS Sports Centre. Employees are offered membership at reduced prices. The University of Stavanger has also entered into an agreement with local gym chains regarding membership at reduced prices.
The corporate sports team runs various activities that can help you keep fit, give you something fun to do and help you get to know colleagues from the university and elsewhere. You can take part in sporting events, tournaments and activities at her organised by the Sør-Rogaland corporate sports council.

Working hours for all (full-time) employees are 37.5 hours per week net, which includes a 20-minute meal break.
Employees in technical and administrative positions – with the exception of technical operations personnel and cleaners – have flexible working hours (flexitime). Normal working hours are from 08:00 to 15:30, with core hours between 09:00 and 14:30 where all employees must be in attendance. Working hours are recorded in the SAP portal.
Managers and employees in teaching and research positions are considered to be independent and are therefore excepted from regular working hours regulations requiring them to record their working hours.
Your employing department /unit is responsible to distribute workplaces / offices. They will provide you with key and access card.
If you need any office equipment to your office you must contact the Head of the Department or the Office Manager in the employing department/unit. They will also assist you with IT accesses.
