The course consists of four topics:
- The legislative process and legal method
- Key special social work laws
- Administrative law
- Insight into research-based knowledge
The course will provide a basic understanding of legal method and enable students to practically apply legal rules. Welfare law and legal welfare rules set the framework for and provide room for manoeuvre to practice social work at individual, group and societal levels. Knowledge about procedural rules, substantive rules and how to keep up to date with applicable rules is crucial for the practice of responsible social work.
After successfully completing the course, students will have practical knowledge about finding relevant rules, and skills in the use of statutory provisions. In addition, students will be able to update themselves in relation to legal sources and have basic knowledge about the interaction that takes place between rules.

After successfully completing and passing the course, students will have achieved the following learning outcomes in terms of knowledge, skills and general competence:
The legislative process and legal method
- Has knowledge about relevant legal method.
- Has knowledge about legal sources, legal source factors and the legislative process.
- Can find, orientate and update themselves in relation to legal sources.
Key special social work laws
- Has knowledge about key legislation within the field of welfare administration, including health, care, welfare and social services.
- Has knowledge about human rights and key conventions, minorities and the rights and special status of the Sámi people as an indigenous people.
- Can apply legal rules, inform about rights and obligations, and exercise legal and social discretion in encounters with individuals, families and groups, including Sámi users.
- Can apply legal rules by mastering administrative procedure and guidance pursuant to the Act on Social Services in the Norwegian Labour and Welfare Administration, the Labour and Welfare Administration Act and parts of the National Insurance Act.
- Can prepare individual plans and decisions pursuant to relevant regulations.
Administrative law
- Has knowledge about key legislation in welfare administration and administrative law.
- Has knowledge about basic administrative law principles.
- Has knowledge about and is able to apply the general procedural rules stipulated in the Public Administration Act.
- Can apply the provisions of administrative law in proceedings pursuant to special laws.
Insight into research-based knowledge
- Can assess legal knowledge and legal policy framework conditions in a practical context.
- Can apply legal frameworks and research-based, experience-based and user-based knowledge in professional practice.

Students who fail the re-sit or re-scheduled course examination must take the next ordinary examination together with the subsequent year group. The compulsory activities that have already been approved do not have to be retaken. Students must take the examination in accordance with any new and revised course description, but decide themselves whether to follow teaching in the new examination semester.
Coursework requirements
This compulsory activity must be approved in order for students to take the examination. Approval/non-approval of compulsory activities is announced on Studentweb, normally no later than 7 days before the examination. Students who lack approval will be withdrawn from the examination.
Written coursework requirements: Scope of 800 words (+/- 10%) including table of contents and notes; excluding source referencing and bibliography. Referencing style: APA 7th.
