About me
Frederic Bouder is Professor in Risk Management at the University of Stavanger, Norway. He is a recognised expert in risk communication and policy analysis.
His focus is on promoting science and evidence-informed approaches to risk across sectors including health and safety, pharmaceuticals and food. In 2009 Bouder was appointed National Expert to the European Medicines Agency where he carried an evaluation of specific safety cases including risk communication of Human papillomavirus (HPV) products. In 2012 he was appointed Scientific Advisor to the network of pharmaceutical National Competent Authorities across Europe as part of the EU project on Strengthening Collaboration for Operating Pharmacovigilance in Europe (SCOPE) Joint Action. In 2026 he was appointed to the EMA Advisory group on vaccine confidence. Frederic Bouder has also collaborated with the European Food Safety Authority (EFSA), the UK Sustainable development Commission, the UK Department for Business, Innovation & Skills (BIS), the UK Health and Safety Executive (HSE), the Dutch Ministry of Infrastructure and the Environment (IenM), the Dutch Ministry of Climate Policy and Green Growth (KGG) and the European Patent Office (EPO). In addition, many medical and non-medical regulators across Europe and in North America have invited Prof. Bouder to provide policy advice and state-of-the-art training on Risk Analysis. Finally, Frederic Bouder has been an active member of the Society for Risk Analysis (SRA) since 2004 and is a former president of SRA Europe.
My research
His awareness of the role that new modes of governance and the media play in policy making is a central pillar of his research. He has integrated cognitive insights from decision science into making risk policy more science-informed. Frederic Bouder has made tangible impacts on policy, in particular several of his recommendations have been endorsed and implemented by European and national regulators and policymakers.
Among many topics, Frederic Bouder led comparative research on risk acceptance, regulatory transparency, benefit-risk models, antivirals, vaccines and the energy transition. Non-exhaustive highlights:
In 2020-2022 he led research on risk perception and communication for the PAN-FIGHT project on Covid19 funded by the Norwegian Research Council. In 2017 he completed a senior fellowship programme at the Institute for Advance Sustainability Studies (IASS) where he compared current transatlantic trends in risk policy, including vaccine safety. In 2012-2018 he developed research on risk acceptable and tolerance in the context of Genetic Risk Information, as Dutch PI of the Mind The Risk project funded by the The Riksbankens Jubileumsond Foundation. In 2013-2016 he was the Dutch PI for the HowSAFE project which aimed to explore the institutional factors driving, shaping and constraining the application of risk-based approaches to governance across Europe. This project was supported was awarded through the “Open Research Area (ORA) for the Social Sciences” programme by the Agence Nationale de la Recherche (ANR, France), Deutsche Forschungsgemeinschaft (DFG, Germany), the Economic and Social Research Council (ESRC, UK) and the Nederlands Organisatie voor Wetenschappelijk Onderzoek (NWO, Netherlands).
Academic background
Frederic Bouder received his PhD from King’s College London (2008) where he looked at “Defining a Tolerability of Risk Framework for pharmaceutical products in a context of scientific uncertainty”. He completed a research master (DEA) in Comparative Law at Sorbonne Paris I and his Bachelor Degree at Science Po Paris. Before his academic career Bouder was an administrator at the OECD where he focused on Governance and Policy (1996-2003).
