Challenges in Evolutionary Economic Geography - Institutional Change and Place Transformation

Abstract:
A promising topic in Evolutionary Economic Geography is to develop a systemic perspective on institutional change to explain the development of new growth paths in regions. We discuss theoretical and methodological challenges and set out promising applications in economic geography, such as how complementarities across institutions may affect diversification processes in regions, how such an institutional complementarity framework may shed new light on the question what is possible, and what is not, when implementing institutional change in specific territorial contexts, and how this framework may contribute to a better understanding of how policy may, or may not, become effective in particular institutional and policy contexts.
Based on a critical review, we formulate a number of key research questions that need to be taken up by future research. We propose methodology to do comparative analysis across territories that goes beyond a predefined conceptualization of institutional complementarities. We present a quantitative measure of revealed institutional relatedness that can identify which institutions and policies are proximate and which are not, and what are the opportunity sets of regions to implement institutional and policy change.
